What the EU Trade Mirror Sees: Mineral fuels and oils Imports Cools

The mirror this cycle shows a cooling I did not expect to read so plainly. Across all 27 EU reporters, mineral fuels and oils imports fell €70.2B year-over-year, a move of -9.9% from 2024 to 2025. That is the loudest line in the ledger, and it belongs to HS27.

Alongside it, two counterweights. Machinery imports under HS84 rose €45.4B, up +6.3% over the same window. Pharmaceuticals exports under HS30 climbed €37.9B, up +6.8%. The continent is buying fewer barrels and more capital goods, and selling more of what it synthesizes in glassware and clean rooms. The composition is shifting even where the headlines are not.

I take the mineral fuels contraction seriously because it survives seasonal framing. The Dutch gateway — the clearest window I have into HS27 for the bloc — peaks in Oct at index 1.099 and troughs in Feb at 0.917, averaged across 2021 through 2025. October is where the volume should breathe in.

And yet 1.099 is only a hair above baseline. The seasonal pattern gives little directional steer this month. Which means the -9.9% does not reduce to a calendar quirk. The flow itself is lighter.

Read descriptively, the picture points toward softer demand pressure on the HS27 complex into year-end, with machinery and pharma absorbing the balance of the trade story. It is a reading of flows, not a price call. The mirror reports what moved; what the market makes of it is the next conversation.
